The Kardashev Scale just describes the basic energy supply of the three main types of civilizations. But it does not describe what actually happens in such civilizations. There is a lot of details that must be cleared. Then defined, designed and performed to show up with results. And keep in mind, this might be processes for the next 100 years or so. That is why there is only one way: An Approach and A Project thereafter, for each tiny detail if necessary.
